After his win last Nov. 24, 2013 from Rios, Manny is facing Tax woes as Bureau of Internal Revenue (BIR) "garnished" (refers to a bank account being frozen or put red flag) some of his bank accounts.
"Thieves are treated better" cried boy Manny.
Manny who came after a winning come back cried foul. He said that he is being singled out. BIR is running after him as he didn't file his taxes for year 2006-2009.
To be honest this issue is so waste of time when I first saw this on TV. As I read many news articles, I started to realize all the arguments, I find it very unprofessional of Pacquiao It seems he is hiding something.
So, after many emotional arguments of Manny, here comes commissioner Henares ready for action.
Henares said the BIR gave Pacquiao two years to settle his assessed deficiency, but he did not submit the needed original or certified true copies of documents from the US Internal Revenue Service (IRS) in order for the Philippine government to deduct the taxes he paid there from the taxes due the Philippines.
"Nag-antay kami, walang sinabi na magbabayad siya, so nag-issue kami July 1 ng restraint and levy... Yan ang issue. Sinusunod lang namin ang batas...Pinagbibigyan na nga, kami pa masama.... Lahat ng leeway binigay namin, kami pa masama. Di siya sini-single out, binigyan pa namin sya ng maraming leeway. Ano ang gusto nya mangyari? Ang batas ginawa para sa lahat," Henares said.
We Waited, he didn't said that he will file his tax. So we issue A restraint and levy last July 1. We just follow the law. We had given him all the leeway and chances, but we are still to blame? What does he want to happen? The law is made for everyone.

“My question is why, this lady, as the head of the tax bureau in the Philippines, didn’t ask her counterpart in the United States for such a certificate?” Arum questioned. “She put the burden on Manny.”“Manny requested the certificate from the IRS, and I am sure the certificate will be coming in the next week or so, but it’s not Manny’s fault. It’s her fault,” Arum stressed.“I mean, she is the representative of the sovereign government of the Philippines, and the IRS is the agency of the sovereign nation of the United States of America,” he added. “The two governments should have corresponded with each other to get the certificate, instead of putting the burden on the individual to get the certificate from the country, which he isn’t even a citizen of.”Arum further noted that Pacquiao, as an “icon and a congressman,” is not an ordinary citizen.“If she wanted to get that information from the Internal Revenue Service of the United States, she should have either asked for it herself and go to the President of the Philippines, who would have asked the United States to send it to the Philippines,” he said. “This is absolute nonsense.”

"Sino nagfa-file ng income tax return? Hindi ba yung taxpayer? Yung tax payer, siya ang nagsasabi 'eto income ko, eto expense ko, eto yung gusto niya i-deduct. Ang obligation, sa kanya; sa kanya ang record keeping. Yung lahat ng documentation, lahat nasa file niya... yan ang obligation niya kasi siya humihingi ng deduction. Hindi naman ako humihingi ng deduction, siya.
"Secondly, ako ay nagtratrabaho sa government ng Pilipinas, hindi ako empleyado ni Mr. Pacquiao, so hindi ko obligation, hindi ko katungkulan na humingi ng document," Henares said.
Who files taxes? the taxpayer right? The taxpayer indicates his income, expenses and the deductions that he asks. The obligation is his including all the documentation and record keeping. All of the documentation are in his file, that's his obligation because he is asking for deduction. I'm not asking for deduction, he is.
Seccondly, I'm working for the government of the Philippines, I'm not an employee of Mr. Pacquiao, so it's not my obligation, It's not my duty to ask for the document.
And that's how Comm. Henares debunked Bob Arums ignorant comment.

The two accounts have P300,000 and P800,000 or a total of P1.1 million."The warrant has been issued to him since July. It's not as if it was given to him recently. July pa ho yan. In fact, the case he filed against us sa CTA (Court of Tax Appeals) was in October," she said, clarifying reports that the warrant was issued after the boxer's win in Macau.
